Ms. Carmen Ka-Mun Chan returns to Hong Kong from Canada and teaches in Tsing Yi Public School.

Ms. Chan becomes the youngest and first woman to be elected member in the Kwai Tsing District Council.

Ms. Chan served as the Principal of Tsing Yi Rural Committee Kindergarten (TYRCK).

Ms. Carmen Chan was appointed as the new Territories Heung Yee Kuk co-opted member.

Ms. Carmen Chan established Tivoli Anglo-Chinese Kindergarten in Tivoli Gardens, Tsing Yi.

The Hong Kong Special Administrative Region Government appointed Ms. Chan in 2000 and 2007 as Kwai Tsing District Council member. In 2003, she received the Chief Executive's Recommendation for community service.

Carmen Chan completes her Master of Education.

Ms. Carmen Chan was appointed as Justice of Peace by H.K. SAR Chief Executive.

Tivoli Kindergarten

Tivoli Anglo-Chinese Kindergarten was established by Carmen Ka-Mun Chan to provide preschool service to professional social strata, when Hong Kong's first sandwich class housing complex "Tivoli Gardens" was built in Tsing Yi. Former Governor Chris Patten and his wife, Lavendar Patten who visited us one month after opening, gave a very positive feedback.

Tivoli was established with the purpose of catering to local and international children and has an Anglo-Chinese as well as an International sections to provide a language-rich learning environment.

Tivoli Nursery

Due to the increasing demand for places, Tivoli Nursery was opened as a second branch in "Tsing Yi Gardens" to cater to children from two to three years old.

Tivoli Mutual Help Center

With the support of the Social Welfare Department (SWD), Tivoli Mutual Help Center was established within Cheung Hong Estate, Tsing Yi District. The Mutual Help Center was the first of its kind in Tsing Yi to provide occasional child care services primarily for children under six years of age. Its aim was to provide a community service for working parents or for unexpected situations with parent volunteers to avoid children being left unattended at home.
